Joe Billingham
Founder & CEO | Property Investor | Speaker
Joe Billingham has over 30 years of experience in the UK property industry, starting at 18 with his first investment and building a career defined by strategic foresight and innovation. From refurbishing and selling homes in the 1990s to leading large-scale acquisitions and international developments, he has consistently identified high-growth opportunities and delivered strong returns for investors. In 2007, he founded Prosperity, offering monthly payment plans to make UK property investment more accessible to a global audience. Now Chairman of the Prosperity Group—Birmingham’s largest private developer—he oversees a diverse portfolio spanning residential development, investment, social housing, and estate agency services, with over 4,000 homes delivered and a GDV exceeding £535 million. Joe remains a respected figure in the industry, known for his deep market knowledge, long-standing investor relationships, and commitment to property as a tangible, accessible asset class.

Peter Lumb
Executive Director
With over 40 years of experience across the construction and development sector, Peter has delivered a diverse range of residential and commercial schemes both new build and conversions.
Peter has successfully managed and delivered multiple high-value residential projects including multi-storey apartments and large-scale standard housing developments leading delivery process from inception through to completion.

Paul Casey
Chairperson
Paul is a senior housing professional with over 30 years of experience in affordable housing development, asset management, and housing consultancy.
Paul has a strong track record in securing and delivering complex development projects, with expertise in S106 negotiations, PRS, and strategic asset planning. He is Director of HALO, providing development and asset consultancy, and serves as Director of Property and Assets at Horizon Infrastructure Partnership, managing FCA-regulated housing funds with £150 million AUM. Paul is currently a Board Member at Lincolnshire Housing Partnership and has previously held non-executive roles at Nottingham Community Housing Association and Amicus Horizon. Earlier in his career, he was Director of Development and Assets at Derwent Living and held senior roles at Savills, Midland Heart, and Acis Housing Group. He is a Member of the Chartered Institute of Housing and holds a BA (Hons) in Geography from the University of Sheffield.

Mark Jones
Board Member
Mark has a wealth of Treasury experience including 29 years in the Social Housing sector.
Mark has been a qualified Treasurer for around 32 years as a Fellow of the Association of Corporate Treasurers (FCT). He also passed the CIMA exams in 2002 by examination. Mark is well known and respected in the Social Housing sector and has a wealth of contacts in the finance world including contacts in the investment and insurance industries. Apart from Mark’s experience his main skills are finding innovative solutions to difficult problems and being able to forecast financial plans against a wide range of scenarios. Marks current role is Head of Treasury at Accent Group.

Harvey Griffiths
Board Member
Harvey is a Chartered Engineer and MBA with over 35 years’ experience in finance, investment, and asset management across the housing, real estate, and infrastructure sectors. He has held senior leadership roles in both public and private organisations, with a strong focus on governance, compliance, and social impact.
He is currently a Non-Executive Director and Chair of Finance & Performance at West Hertfordshire Teaching Hospitals NHS Trust, and an elected Board Member of Midcounties Co-operative, where he also sits on the Audit & Risk Committee.
Harvey is the founder and CEO of Horizon (GP) Limited, an FCA-regulated group managing institutional investment in social and affordable housing. His previous roles include executive positions at Veolia Water, EdF-Dalkia, Gleeson Group, and Consensus Capital. He brings a wealth of experience and a commitment to tenant safety, risk management, and delivering long-term value.

Strategy Manager
As a Strategy Manager, Sayyam oversees the entire operation of Prosperity Vita’s housing development portfolio.
Sayyam leads all aspects of project delivery from inception to completion. This includes strategic oversight of financial management, legal and regulatory compliance, risk mitigation, and operational performance. Sayyam ensures robust financial reporting, effective monitoring systems, and adherence to development budgets to deliver high-quality, large-scale affordable housing projects.
With a strong focus on legal and compliance frameworks, Sayyam aligns each initiative with relevant housing policy, planning regulations, and funding requirements. Through a constructive and forward-thinking approach, Sayyam drives innovation and accountability across the housing team, ensuring that all key deliverables are met while advancing Prosperity’s mission to create inclusive and sustainable communities.

Tamika Williams
Housing Manager
Tamika brings over 9 years of experience in the lettings and property management sector, with a proven track record of delivering exceptional client service and building strong landlord-tenant relationships.
Tamika has worked with a range of clients—from private landlords to corporate tenants—delivering tailored support and expert advice in line with current housing market trends. Known for her strong communication and negotiation skills, Tamika thrives in dynamic environments where resident satisfaction, compliance, and community engagement are top priorities. Throughout her career, she has managed large property portfolios, led lettings teams, resolved complex maintenance and tenancy issues. Her experience spans conducting inspections, coordinating move-ins, handling legal notices, and streamlining housing processes. Tamika combines a results-driven mindset with a compassionate approach, making her well-suited to support diverse communities and uphold housing standards as a Housing Manager.
